Despite its obvious appeal, the concept of public involvement is poorly defined and its rationale and objectives are rarely specified when applied to current health policy contexts. This paper explores some of the underlying concepts, definitions, and issues underpinning public involvement policies and proposes a set of criteria and questions that need to be addressed to allow for the evaluation of public involvement strategies and their impact on the health policy process. It aims to further our understanding of the role that public involvement may play in contributing to health systems that are responsive to the needs and priorities of the public, and, ultimately, providing better health and health care services to the community at large.

The ArgumentThe Netherlands has been a pioneering country in the development of macroeconometric modeling and its use in economic policy. The paper shows that the model was used to overcome the fragmented culture of Dutch pillarization. It proves that the specific use (and institutionalization) of modeling in the policy process is at least partly shaped by a nation's (historical) social structure. The case study relates to the outcome of a controversy within the social democratic pillar in the Netherlands in the period 1930–50 as to how to plan the economic system in the context of the social developments leading up to the crisis, World War II, and the postwar recovery.

This paper draws upon an empirical comparative study of policy-making in England & Wales and the Netherlands. Recent changes in cannabis policy prima facie indicate some convergence towards a toughening of approaches, thereby suggesting commonalities in control cultures. However, analysis of findings illuminate significant differences in the policy process between these jurisdictions which contribute towards continued divergence towards small-scale supply and consumption of cannabis. It is argued that this can be understood and explained through an understanding of differences in both political institutions and cultures, and in organizational responsibilities and relations of power. Consequentially, this further supports the notion that comparative research and theorizing needs to take account of mechanisms and features which lead to variegated control cultures.

In this paper I examine the development of Cardiff City Council's local economic strategy. It is argued that the definition of local policy, of what the policy process means in particular instances, derives from the complex of economic, social, and political conditions found within and beyond a given locality. In Cardiff, the interaction of broad processes of restructuring with specific local forms has historically diluted Cardiff City Council's function in local economic policy. In turn the recent experience of strategy making has been predicated upon a more wide-ranging and deeper involvement in associated service provision, and the construction of legitimacy around enhanced City Council activity. In particular ways this questions the interrelationship of strategy making and service provision promulgated in notions of strategic enabling.

ABSTRACTThis article examines the divergences in labor market-performances in four small, open economies: Austria, Belgium, the Netherlands, and Sweden. It argues that great unemployment in Belgium and the Netherlands is partly due to the implementation of deflationary policies during the 1980s. The decline of Keynesian intervention in Belgium and the Netherlands is traced to the institutional independence of their central banks to set monetary and exchange rate policies separate from government. Because the Swedish and Austrian central banks are more integrated in the policy process and their countries are not members of the Common Market or the European Monetary System, social democratic governments have been able to go against the European trend of monetary restrictiveness and fiscal austerity. Accordingly, business in Austria and Sweden is more optimistic about future profit returns and is more willing to invest in productive capital, resulting in lower unemployment.
